Application and Evaluation of the Honorary Title of Outstanding Engineer/Architect of Civil Engineering in Central and Western China (Trial)

  Chapter I General provisions

  Article 1 In order to implement the national strategy for scientific and technological innovation，To foster and reward the spirit of exploration and innovation among architects and engineers in the Midwest，To commend outstanding architects and engineers who have made outstanding achievements in architectural practice，Highlight regional culture，Flourishing architectural creation，Promote the improvement of engineering construction level in the central region，Central and Western Civil Architecture Society decided to jointly establish the "Honorary Title of Outstanding Engineer/Architect of Civil Architecture in Central and Western China"。

  Article 2 "Honorary title of Outstanding Engineer/Architect of Civil Engineering in Central and Western China" is the highest honor in the field of civil engineering technology in central and Western China, and the award is reviewed every two years。No more than 80 people will be awarded each time。Special prizes may be awarded if necessary。

  Chapter II Eligibility for declaration

  Article 3 Applicants for "Outstanding Architect and Engineer Award in Central and Western China" shall meet the following qualifications:

  1. Love the motherland (with Chinese nationality), love the construction industry, and have good professional ethics and social responsibility。

  2, engaged in the field of civil construction for more than five years, with intermediate or equivalent to intermediate title of architectural design, construction, teaching and scientific research and other fields of personnel。

  3, should be a member of the provincial Civil architecture society。

  Article 4 The applicant shall also meet one of the following conditions:

  1, can grasp the region, culture and times, starting from the local architecture, deal with the relationship between applicability, economy and aesthetics。

  2, in the field of civil construction theory or practice innovation and development, has achieved important results。

  3. Participated in major engineering projects, solved major technical problems, and made outstanding contributions。

  4, in the practical new products, new technology research and development and promotion to drive the development of technology in the field, to create greater economic and social benefits。

  Chapter III Application materials

  Article 5 The following materials shall be submitted in the declaration:

  1 "Outstanding Architect and Engineer Award in Central and Western China" should be recommended for application by the applicant's employer, and the applicant's employer should be an independent legal entity registered in China and operating normally。

  2. "Outstanding Architect and Engineer Award of Central and Western China" is accepted from February to the end of May each year, and the applicant shall submit the application materials to the local provincial Civil and Architectural Society。

  Article 6 The declaration materials are as follows:

  1. Application for the Award of Outstanding Architect and Engineer in Central and Western China。

  2. Electronic documents, the contents are as follows:

  An electronic document of the applicant's particulars。The data should be able to comprehensively and generally reflect the content of the applicant's achievements and design ideas, and be reviewed and signed by the unit。The media, format and other requirements of electronic documents shall be separately specified according to the situation of each review session。

  Chapter IV selection procedure

  Article 7 The evaluation committee of the Award of Outstanding Architects and Engineers in Central and Western China is divided into the evaluation committee and the evaluation committee:

  1. The evaluation committee shall be organized and established by the Civil engineering and architecture societies of each province。

  2. The evaluation committee is composed of leaders and experts from various provinces engaged by the Alliance of Civil and architectural Societies of the Central and Western Regions, and the number is generally 9 to 15 people。Among them, the chairman shall be the chairman (vice) or secretary general of the provincial association or a famous architectural expert。

  3, the same unit into the evaluation committee members should not be more than 1 person。[3 persons per province, the secretary general of the jury is appointed by the host provincial association]

  4. The evaluation committee may invite famous architects from other regions to serve as judges [consultant]。[No more than 3 judges from other regions outside the province in each jury session]

  5, each session of the evaluation committee members should be moderately updated, generally about 30%。

  6. Applicants are not allowed to enter the evaluation committee。

  Article 8 The review and evaluation committee shall comprehensively evaluate the applicant's achievements in engineering practice, theory and scientific research in accordance with the principles of fairness, impartiality and openness。

  Article 9 After the deadline of application, the provincial soil building society and the evaluation committee are responsible for the preliminary evaluation and recommendation of this award。

  Article 10 The Civil Engineering and architectural societies of each province and the evaluation committee shall pre-examine the qualifications and conditions of the applicants, conduct preliminary evaluation, form preliminary evaluation reports, select excellent candidates, and submit them to the evaluation committee。

  Article 11 The assessment committee shall make the declaration in accordance with these Regulations，Watch and read the judging materials carefully，Write an opinion;After that, the evaluation Committee will consult, discuss and select based on the opinions，Submit a list of candidates;On this basis，Check strictly in accordance with the standards，The final vote was by secret ballot，Determine the final list of winners，And write the evaluation opinion。

  12th selection results at the same time by the central and western provinces of the civil construction society to the industry and society to publicize。

  Chapter 5 Rewards

  Article 13 The Union of Civil and Architectural Societies of Central and Western Regions will issue honorary certificates and MEDALS to the winners, and send a document to the winners' units。

  Chapter VI Selection work expenses

  Article 14 In order to ensure the normal progress of the evaluation, each applicant who has passed the initial evaluation shall pay the cost of the evaluation, and the amount shall be subject to the notice of the current year。

  Chapter VII Supplementary Provisions

  Article 15 These measures shall be interpreted by the Union of Civil and Architectural Societies of Central and Western Regions。

  Article 16 These Measures shall come into force as of November 1, 2015。
